An expert opinion is an in-depth examination of a phenomenon that has begun to appear on a structure or object. An expert opinion can be commissioned after a technical condition assessment, if something deviating from the accepted norm comes out during the assessment, or if the facility manager finds irregularities. A number of additional tests are carried out during the appraisal – surveying, geology, additional tests of structural elements, steel tests, concrete tests.

Technical condition assessment is based on the Construction Law. We distinguish between an annual technical condition assessment and a five-year assessment – with a broader scope. This is an assessment of the technical condition of a hydro-engineering structure, which is supported by empirical studies, calculations of the strength of the structure and its individual elements. The assessment of the technical condition of hydrotechnical structures is issued on the basis of visual inspection and available project documentation.
